No. Most Public Entity waste is processed into fuel to produce electricity at Xcel Energy's Wilmarth Power Plant.  It is a part of Blue Earth County's overall Integrated Waste Management System.

2. Can I burn my garbage in a backyard burn barrel?

In most cases, no. Burning garbage is illegal for most Minnesota residents. There are limited exemptions available to farmers. Backyard burning of waste is also a bad idea, because, unlike a commercial incinerator, it creates hazardous chemicals that can contaminate your home and your neighborhood:
