Related condition is a diagnosis of severe, chronic disability that meets all of the following conditions:
(a) Is attributed to cerebral palsy, epilepsy, autism, Prader-Willi Syndrome, or any other condition other than mental illness* or an emotional disturbance.
(b) Is found to be closely related to developmental disability because the condition results in impairment of general intellectual functioning or adaptive behavior similar to that of persons with developmental disability and requires treatment or services similar to those required for persons with developmental disability.
(c) Is manifested before the person reaches 22 years of age.
(d) Is likely to continue indefinitely.
(e) Results in substantial functional limitations in three or more of the following areas of major life activity:
* Self-care
* Understanding and use of language
* Learning
* Mobility
* Self-direction
* Capacity for independent living*For the purpose of Item #1, notwithstanding Minn. Stat. 245.462, Subd. 20, or Minn. Stat. 245.4871, Subd. 15, mental illness does not include autism or other pervasive developmental disorders.
