Repair V.S. Improvement - Episode 5

Drainage update 9/10/2019


Upcoming Drainage Hearings or Meetings:

  • CD05 (Danville & Medo Twps.)  We (Blue Earth County Drainage staff) will be hosting an informational landowner meeting.  Those landowners affected by this system will by notified via mail.  The mailer will provide details to the time and location of the meeting.                                                                                                                             

Project Updates:


  • CD48 (Cambria Twp.)  No updates from last week.
  • JD09 (Le Ray Twp.)  The contractor was out finishing tile installation on the northly portion of this improvement.  All installation should be finished at this point.  The contractor will have a short checklist of items to finish this fall after harvest, which would include some additional grading in areas and televising the new pipe. 
  • JD34 (Le Ray Twp.)  Other than the new solar project being constructed alongside a portion of our drainage system, nothing new to report from last week.    
  • CD28 (Lincoln Twp.)  The new mainline 24-inch tile is completely installed.  New branch 6, 15-inch tile is also completly installed.  New branch 7, 12-inch tile is approx. 99% installed.  Crews hope to finish yet today before the heavy rains move in for the rest of this week.  As of today, September 10, the contractor had only 150 feet of new tile left to install.  There will be some additional clean-up and leveling of disturbed areas from construction.                                 cd28 br 7


Repair V.S. Improvement (5):

We left off last week an improvement project that had been accepted by the drainage authority and attorney.  The drainage authority has approved the engineer's Preliminary Survey Report as well as appointed viewers to make a new redetermination of benefits for the project.

Some time will pass as the engineer and the viewers are completing their work.  The viewers' redetermination of benefits is crucial.  These benefits from the viewers determines how much benefit each land parcel will have from the improvement.  These benefits listings will be proposed to the drainage authority and, if accepted, become determinations of benefits.  County staff use these the determination of benefits to calculate how much each parcel is assessed for the improvement cost, based off of benefited acres and the classification of those benefited acres.  The viewer's benefit listing will include percentages of total watershed. These percentages are used when assessing costs back to the parcel of land. 

The engineer has been working hard on completing the Final Engineers Report and is ready to present in front of the Drainage Authority.  This process includes another hearing, called the final hearing.  The final hearing will include the presentation of the viewers' reports on benefits, as well as the Final Engineers Report.  The Engineer, in his final report, is required to show the necessity for the improvement and that the benefits exceed the costs, illustrating the improvement is feasible.

When the Drainage Authority has accepted the viewers' report and the determination of benefits is final, the Final Engineer’s Report is also accepted.  The improvement project will then move forward to the bidding process.

Recent Drainage Inspections – week of September 2 – September 6:

  • JD82 (Pleasant Mound Twp.)  Mowing has been completed where possible, as some landowners have yet to install their buffers.
  • CD35 (Mapleton Twp.)  Mowing along the buffer areas, followed up by spraying for weeds and brush.  
  • CD28 (Lincoln Twp.)  The contractor on this repair has been doing a great job of making up for lost time and is hoping to have all the new tile installed soon, possibly today.  150 /- feet is all that is remaining to install for the new tile.
  • CD12 (Mankato Twp.)  We are in the final stages of transferring jurisdictional rights of portions of this open ditch system to the City of Mankato.  We have one small area of the open ditch that needs to be cleaned before moving forward with transfer.  Hoping the cleaning will get we completed yet this week.
  • The mowing crew is currently working in the Mapleton Township area and will hopefully finish up this week and start spraying next week.
  • It was a shorter week than normal with the holiday last Monday and then I was able to escape for a quick fishing trip.  I shared a couple pictures from my travel.  The one photo is a little harder to see with the Bald Eagle sitting in the pine tree.  The loons where plentiful as well as many other critters including porcupines.loon

Mowing and spraying of some of open ditch drainage systems is currently going on.  We have a contractor that is just about complete with mowing and will start spraying for weeds and brush this week.  Just as a friendly reminder with the grass buffer areas along our county ditches, we ask that people please do not place rocks or any debris that may damage our contractor’s mower or sprayer equipment.  We also ask that no equipment or permanent items be parked or left in this buffer area.  We are completing the mowing and spraying as part of maintenance and preserving the overall health of the ditch system.  Please call or email with questions or concerns.

We require that all repairs to a county drainage system (tile or open ditch) be authorized by one us in the drainage office, either Craig or myself, before any repairs are made.
